Geopolitical tensions, cyber risks and the growing frequency of severe weather events can all have repercussions for the functioning of key infrastructure. To ensure proper preparedness for such situations the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief has published recommendations on its website, which are also supported by Banka Slovenije. In such circumstances, it is important to be prepared for possible disruptions to infrastructure that enables payments and access to cash. We therefore recommend that you always have a small amount of cash at your disposal, and several options for making electronic payments, in case of emergency.
We would like to emphasise that Slovenia’s payment infrastructure is highly reliable, and users benefit from a range of efficient and secure payment options.
Nevertheless, it is sensible to prepare for situations in which despite all efforts by those involved, your usual payment methods or access to cash may temporarily be unavailable due to crisis conditions. In the event of natural disasters or other unforeseen events, disruptions in electricity supply or internet access may occur, which can temporarily prevent the use of payment cards, mobile applications or cash withdrawals at ATMs.
In this context, the Bank of Slovenia, together with the wider Eurosystem, recommends that users consider using different electronic payment options, such as:
opening payment accounts with a variety of payment service providers,
using a number of different payment apps.
Keeping a certain amount of cash, enough to cover urgent expenses for at least 72 hours per person. We recommend keeping coins and lower-denomination banknotes, as these are better suited to everyday cash transactions. It is not necessary to put aside the whole amount immediately, as it can be gradually built up according to your own capacities.
By its very nature (the ability to make payments without any payments infrastructure, simplicity of use, legal tender status, etc.), cash can be vital in emergencies.
